Previous plans released
in 2008 had indicated that the library would be over two floors,
with a full passenger lift and staircase being provided for
access to the mezzanine floor were withdrawn. The
Public Library Area was 172 sq. m
Councillor Parsons was
asked why the design of the building had been changed from two
floors, he advised the council that there were never plans for
a two storey building only a single storey and a mezzanine floor.
The plans had been revised due to the financial restraints and
the recession. The Public Library
Area is 96 sq.m
The current wooden
building has an internal area 111 square metres, the minimum
specification for any new build for a
community of this size is 180 sq metres!
A discussion was held
whether the current site was the best available to accommodate
a library that would bring sufficient benefits over the current
building, due to the limited size of the plot. The issue relating
to parking within the area was also raised. Parking for three
cars will be retained on site, one staff and others re-marked
to allow an additional public space and an improved disabled
space with two cycle racks adjacent to the entrance.
Councillor Parsons announced
that in his opinion and based on the information he has received,
the library is in the best position and will be well received
by the residents of Leicester Forest East. Another site identified
was discounted because compulsory purchase of the land required
to enable the library to be built was thought likely to fail
and L.C.C. decided not to proceed.
We surely need an updated
library, we have waited long enough and it is quite apparent
that the decision to build the library in its current location
without meaningful consultation is a foregone conclusion.
Why have the consultation over the holiday period.........
L.C.C. should come clean,
a budget was set aside for our library, where is it? I hope
it wasn't spent on office refurbishment at County Hall! (£42,450
- re-location
of the Leader's office to the first floor)
If L.C.C. are adamant
that the library must remain within Holmfield Avenue West area,
then the imminent demise of Holmfield Primary School site ought
to be put into the mix and be part of the consultation process.
Building a new library
only slightly bigger than the current wooden structure should
be delayed until all other possibilities have been exhausted.
Unless of course L.C.C. have some other plans for the school
site, but that's an issue for another day!
